Since the date of its inception in 1967, the Jerusalem Transportation Master Plan Team has been working to improve the transportation in the Jerusalem metropolitan area, to encourage the city’s residents and visitors to use public transportation and to improve the quality of life for metropolitan residents.
The Jerusalem Transportation Master Plan Team is a unique, dedicated entity that is focused on the formulation and promotion of strategic plans, in conjunction with the Jerusalem Municipality and the Ministry of Transport, on the development of advanced transportation models and on monitoring the bodies implementing the approved plans.
The team is composed of reputable experts in urban planning and transportation engineering, as well as senior members of academia. The team also cooperates with many entities, including government ministries, urban sociologists, public figures, community leaders, city companies, public transportation operators, academic institutions, associations of the city’s engineers and architects, historians and religious leaders etc.
The Jerusalem Transportation Master Plan Team is examining the metropolitan transportation system from two perspectives: one provides a broad view of the long-term change processes while the second details the plans for applicable solutions and current processes. The combination between the two plans is vital to the success of the mission and helps the team pave the transportation future of the most densely populated and important metropolitan area in Israel.

The team adopts a holistic philosophy whereby traffic affects all residents, urban development and future challenges in the fields of transportation, development, employment and life in an urban setting.

Strategic Planning and Models Division
Strategic Planning and Models Division
The Strategic Planning and Models Division is in charge of long-term strategic planning of
transportation. It is the professional unit that initiates and examines urban and transportation
projects using various designated tools, including, among others, simulations of the
transportation system in various scenarios. As a professional planning unit, this division
gathers and centralizes a diverse array of databases which are also used by other
professional entities from the private and public sectors. The division is divided into three
departments: Strategic Planning, Models and Data.
Engineering Division
Engineering Division
The Engineering Division is responsible for planning and promoting mass transportation
systems in the Jerusalem metropolis, and consists of five departments: Railway Planning,
Public Transport Infrastructure, Quality, Control and Train Systems. The Division centralizes
all engineering projects planned and executed by the Team, while implementing unified
standards, a shared methodology and integration between projects. The Division is
responsible for promoting all mass transportation systems in the city, including the J-NET, the
Blue Line, Park-and-Ride parking lots, public transportation routes and a wide variety of other
projects.
Public Transport Division
Public Transport Division
The Public Transport Division is responsible for promoting the public transport system in the
Jerusalem metropolis. Activity is focused on several levels: short and long-term planning of
bus routes in Jerusalem, planning and monitoring of the various of bus and light rail routes,
promoting the establishment of public transport stations and promoting public transport in
East Jerusalem.
Public Relations, Marketing, and Advertising Division
Public Relations, Marketing, and Advertising Division
This Division is responsible for management of public relations and advertising for the
transportation projects in the Jerusalem metropolis. It is in charge of planning, implementation
and execution of campaigns and publication of user-friendly content that will help residents
grow accustomed and internalize the changes. As part of its role, the Division conducts focus
groups to identify needs and produces designated campaigns based on these needs. The
Public Relations Division has developed a series of orientation and explanatory tools for
passengers, which are applied via the media in campaigns and materials that are suited to
various demographics and transportation systems.
Community Outreach Division
Community Outreach Division
As its name implies, the Community Outreach Division is in charge of encouraging community
engagement and involvement, from early planning stages to actual execution. The execution
of infrastructural works in a crowded urban environment involves frequent changes in traffic
as the works progress, and therefore require immediate solutions to alleviate difficulties and
help residents and businesses in the developing areas. To this end, we have developed
designated content tools that demonstrate the complex changes that are about to occur and
lay out a methodology for working with people, civilian organizations and institutions, in order
to harness them into becoming active participants along the way.
Finance and Resources Division
Finance and Resources Division
This Division offers cross-organizational service to the entire Team while promoting and
overseeing the workplans, budgets and all contracts in which the Team is engaged, as well as
providing financial service, payroll and HR management, and logistic office management. The
Finance and Resources Division consists of
three departments: Tenders and Contracts, Budgets and Workplans, and Accounting, Payroll
and Human Resources.
Our History
Already in the 19th century, Herzl envisioned a light railway that would travel the Jerusalem streets. Over the years, numerous projects began on the construction of a light railway in the city, but these projects failed – and the dream appeared to have been abandoned.
In the 1960s, Jerusalem felt the need for an efficient transportation system. The city was developing but the transportation infrastructure was poor.
In 1968, the decision was made to establish a team of transportation experts – the Jerusalem Transportation Master Plan Team. Ever since, the JTMT has been working to advance a transportation system in the city – and despite the obstacles, challenges and difficulties, Herzl’s vision is taking shape right before our eyes.

In his book ‘Altneuland’, Herzl stated “…new parts of the city were built with electric iron railways…this was a universal city in the spirit of the twentieth century.”

Partnering Entities
The JTMP closely cooperates with a broad range of entities: government ministries (particularly the Ministry of Transport and the Ministry of Finance), the Jerusalem Municipality, municipal companies, academic and research institutions, planning and implementational entities, etc. They work together to advance a transportation system and for the comprehensive development of the Jerusalem metropolitan area.
